The largest 24 schools participating in soccer were placed in Class A with the remaining schools placed in Class B.

Competition in Class A and Class B were divided into six districts. The six district champions, plus two wild card teams, qualified for the state tournament. The wild card teams were: Class A: Boys Lincoln Southeast, Lincoln East; Girls Lincoln Northeast, Lincoln Southeast; Class B: Boys - Blair, Lincoln Pius X; Girls - Blair, Omaha Skutt Catholic.

Class A first round and semifinals of the girls state tournament were played at Omaha Bergquist Stadium with the finals at Omaha Bryan High School. The Class A boys tournament matches were played at Bryan. The tournament matches were played on May 15-17-19, 1999. The Class B boys state tournament was played at Ralston High School. First two rounds of the Class B girls tournament were played at Platteview and the championship game at Ralston. Paid Attendance: 14,504.
